JR Hokkaido is not an ordinary private railway company. It is one of the three island JR companies created through the division and privatization of Japanese National Railways. All shares are held by the government-funded JRTT, the company is unlisted, and it has long pursued publicly disclosed business improvement plans under supervisory orders from the Minister of Land, Infrastructure, Transport and Tourism, while seeking new growth through related businesses such as real estate, hotels, and retail.
