Student Commuter Passes: How to Properly Buy Discounted Student Passes, Also Available to International Students

A student commuter pass is a heavily discounted pass offered by Japanese railways to students enrolled at designated schools. You can buy one with a 通学証明書 issued by your school, and the discount is much greater than that of a regular commuter pass. Many international students don’t know they’re eligible or simply buy a regular commuter pass, costing them a lot more over time. This page breaks down the process in order: who is eligible (including international students at Japanese-language schools and vocational schools), what documents are required, how fixed routes and transfers between private railways are calculated, how to report a lost IC card and get a replacement, and the procedures for refunds, route changes, and obtaining a 学割証. The key point: first check whether your school is a designated school, then buy your pass with a 通学証明書—don’t assume you should get a regular commuter pass.

First, Let’s Clear Up Some Common MisconceptionsExperience

  1. Misconception 1: “I’m an international student, so I probably can only buy a regular pass.” — Wrong: Most international students are eligible for student commuter passes.

If your school is designated by JR or another railway company as a 「指定学校」 and can issue a 「通学証明書」, you can buy a student commuter pass as an international student with a 「留学」 status of residence. This is generally available to students at universities, junior colleges, vocational schools, and designated Japanese-language schools. Student commuter passes offer much larger discounts than commuter passes: in the Tokyo area, a major private railway commuter pass costs about 40% of the regular fare and takes about 19 round trips per month to break even, while the student pass discount can reach 77–80% and break even in about 7 round trips [目安; varies by company]. Many people do not know this and casually buy a commuter pass, paying substantially more than necessary.

  2. Misconception 2: “I can buy a student pass with my student ID.” — No: The key document is the 通学証明書 issued by your school.

A student ID card (学生証) alone is generally not enough to buy a student commuter pass. For a first purchase, you must show a school-issued 「通学証明書」 or a special 「通学定期券購入兼用の学生証」 (which lists your home address and commuting route). An ordinary student ID without this information is not accepted. You can usually get the certificate at the school office or from a self-service certificate machine. The Tokyo Metropolitan Bureau of Transportation explicitly states that a 通学証明書 is “valid for one month from the date of issue.”

  3. Misconception 3: “I can buy a pass for any route I want.” — No: You can only buy one for a fixed route between your home and school.

A student commuter pass is issued only for the shortest or least expensive route shown on the certificate between 「自宅最寄駅 ⇄ 学校最寄駅」. You cannot choose a different section just to stop somewhere on the way. If you move or change campuses, you must submit a new 「区間変更」 request and obtain a new certificate. This is very different from the commuter-pass assumption that you can buy any section you want.

  4. Misconception 4: “I can buy one even if my residence status isn’t ‘Student.’” — Not if you have a status such as ‘Temporary Visitor.’

Students on a short-term visitor visa and students in some non-regular courses (such as certain 「キャリア形成実用日本語学科」 programs) are not eligible for student commuter passes or student discounts; they can only buy a commuter pass or single tickets. Eligibility ultimately depends on whether the school is a 「指定校」, your status of residence, and the nature of your course. [要確認: ask your school office whether your course and residence status qualify].

Step 1: Check Your Eligibility and Prepare the Required DocumentsOfficial

  • Check that Your School Is a “Designated School (指定校/認定校)”

Student commuter passes and student discounts are available only to students at a railway-designated 「指定学校」. Most universities, junior colleges, technical colleges, and vocational schools are designated. Japanese-language schools vary: students at designated schools can get a student commuter pass; those at non-designated schools cannot. If unsure, ask your school’s international student or academic affairs office: 「本校が通学定期の指定校かどうか」.

    1. Ask the school office whether your school is designated for student commuter passes.
    2. Confirm that you have a 「留学」 status of residence (short-term visitor status is not eligible).
    3. Confirm that your course is a regular course covered by the program.
  • Obtain a 通学証明書 or a student ID that can be used in its place

Request a 通学証明書 from your school (many universities have self-service certificate machines where you can print one with your student ID and password). The certificate lists your home address, school name, and commuting route. Note that it may be valid only briefly—for example, the Tokyo Metropolitan Bureau of Transportation requires use within one month of issue—so buy the pass soon after receiving it.

    1. Get a 「通学証明書」 from your school and check that the address and route are correct.
    2. For high school students and above, the certificate generally needs a photo attached (in some cases this can be omitted within one month of issue) To verify.
    3. Complete the purchase promptly while the certificate is valid.
  • Prepare a registered IC card (or use Suica/PASMO on your phone)

Student commuter passes are usually loaded onto a registered-name Suica/PASMO card (the card requires a ¥500 deposit デポジット Guide). The mobile モバイルSuica / モバイルPASMO apps do not require a deposit and support commuter and student commuter passes; if you lose your phone, the balance is not lost, so they are highly recommended for international students. Unregistered cards cannot hold a registered pass or be reported lost and reissued.

Step 2: Buy Your Pass (New Purchase vs. Renewal)Official

  • New purchase: At a counter, a designated ticket machine, or by web reservation

For your first purchase, bring your 通学証明書 (or a student ID that also serves as the certificate) and IC card to a commuter-pass counter or designated ticket machine. Some companies allow you to reserve online in advance through services such as 「マイ・テイキ / e-teiki」 and then collect the pass at a machine or counter. You can choose a period of 1, 3, or 6 months (the longer the period, the lower the per-month cost) Guide.

    1. Bring your 通学証明書 + IC card + (for a first purchase, complete the 「定期券購入申込書」).
    2. Apply at a commuter-pass counter or designated ticket machine, or make an online reservation on the official website first.
    3. Choose and pay for a 1-, 3-, or 6-month period.
  • Renewal (継続): You may not need to provide proof if you meet the requirements

If you are renewing for the same route and your card already records the 「通学証明書省略期限」 (the period during which the certificate can be omitted) or your graduation year, you often do not need to submit the certificate again and can renew at a ticket machine. However, if the pass crosses into a new academic year (ending after April 30 of the new school year) and your current card does not show your graduation year, most companies require a valid 通学証明書 again (often reserved through the company’s e-teiki website).

    1. Same route and certificate-omission period already recorded → renew directly at a ticket machine.
    2. Crosses into the new academic year (after April 30) and no graduation year is recorded → get a new 通学証明書.
    3. Allow time before the new term or grade change; counters are crowded in April.
  • Understanding 連絡定期券: Fares for transfers between private railways/subways are added together by segment

If your school route crosses JR and a private railway/subway and the two companies have a 「連絡運輸」 agreement, you can get a single 「連絡定期券」 (one card for the whole route). However, the fares are not combined into one calculation: each segment is calculated separately (JR fare for the JR segment, private railway fare for that segment), and the individual pass prices are added together; there is no combined inter-company discount. Whether it is cheaper to buy separate sections or a combined pass depends on the route. Compare each segment using official fare search tools such as each company’s 「ネットde定期」. [要確認: not every company combination offers a 連絡定期; check connecting routes in both operators’ joint-pass guides].

Step 3: Common Procedures While Using Your PassVariable

  • Lost card: Registered cards can be reported lost and reissued, with your pass and balance carried over

If you lose a registered Suica/PASMO (including one with a student commuter pass), you can report it lost and have it reissued; the balance and pass details at the time of the report are transferred to the new card (unregistered cards cannot be reissued). For PASMO: ① report the loss at a station or bus counter and show official ID → ② receive a 「再発行整理票」 → ③ within 14 days from the day after registration, go to a counter with the slip and ID and pay 「デポジット500円+再発行手数料520円=合計1,020円」 Guide → ④ receive the new card. The Suica process is similar.

    1. Immediately report the loss at a station or bus counter (bring official ID such as your 在留カード).
    2. Get the 再発行整理票 and note the 14-day collection deadline.
    3. Go to the counter within the deadline, show your ID and the slip, pay the reissue fee, and receive your new card.
  • Route change (moving/changing campuses): You will need a new certificate

If your address or the nearest station to your school changes, apply for a 「区間変更」 and present a new 通学証明書. The usual process is to refund the old pass and buy a new one for the new route; refunds are calculated under special rules (often in 10-day 「旬」 units) [要確認: rules vary by company]. Be sure to get the certificate for the new route from your school first.

  • Refund (払戻し): You can get a refund if you stop using your pass before it expires, but fees and calculation rules apply

Using JR East as an example: ① a refund requested by the day before the pass starts = purchase price − ¥220 handling fee; ② a refund after the start date = purchase price − the pass fare for the “number of months elapsed (any partial month counts as one full month)” − ¥220 handling fee, and usually the remaining validity must be at least one month [目安; 2026 rules, check JR East’s commuter-pass refund page before applying]. In other words, if you buy a six-month pass and refund it after using it for just over one month, the cost of two months plus the fee is deducted, making it poor value. Fees and calculations differ slightly by company; check JR East’s commuter-pass refund page before applying before requesting a refund.

Another Benefit That’s Often Confused with a Commuter Pass: 学割証 (≠ student commuter pass)Variable

  • A 「学割証(学校学生生徒旅客運賃割引証)」 is different from a student commuter pass. It is used for long-distance one-way tickets over 100 km (for example, going home, an internship, or travel) and gives you a 20% fare discount (2割引).
  • Student commuter pass = a monthly pass for a fixed route used for daily school travel; 学割証 = a discount certificate for occasional long-distance travel. You can use both.
  • How to obtain one (common at universities): print it at the campus 「証明書自動発行機」 with your student ID and password. The annual limit is about 30 per person and the certificate is valid for about 3 months [目安; varies by school]. Carry your student ID when using it. International students can use it too, provided they attend a designated school. [要確認: check annual issuance limits and validity in your school’s certificate-issuance guide].
  • Student commuter passes are also available for route buses, in addition to JR, subways, and private railways. Discounts and the number of rides needed to break even differ from rail; check each bus company’s rules.
