次の二つの課金案は架空の地区で比較されている。いずれも同じ指定時間帯を対象とし、免除される車両はない。甲案では、車が地区の境界を外から内へ通過するたびに300円を課す。外へ出る通過には課金せず、境界を越えない地区内の走行にも課金しない。乙案では、指定時間帯に地区内を走行した車について、その日の最初の対象走行に500円を課す。境界を越えずに地区内だけを走る車も含み、その日の二回目以降の対象走行には追加課金しない。 別に、既存交通量を固定して限界的な一台の経路選択を比較する。経路Rの私的所要時間は20分、その一台が他の利用者に増やす時間の合計は12分である。経路Sの私的所要時間は28分、他の利用者への追加時間は0分である。すべての利用者の時間価値は毎時1,200円、時間以外の外部費用は0とする。収入は徴収費用なしで利用者全体へ還元されるものとし、ここでは地域間の所得分配効果を評価しない。 甲案の試行後に境界通過台数は減ったが、同じ日にバス運賃の値下げも始まった。比較対象の地区や、施策別の効果を分離する追加データはない。以下の六つの記述について、正しいか誤りかを一つずつ選べ。各記述は、それぞれ指定した場面だけについて判断する。
