Some documents become harder to obtain after departure. List school, lab, internship, and work certificates before leaving Japan.

[目安] The CSCSE (Ministry of Education) overseas degree recognition certificate is the core document for verifying your foreign degree back home. Your Japanese 学位記 / 卒業証明書 / 修了証明書 prove what the school awarded; the recognition proves how China verifies and accepts it. Recognition is not legally mandatory, but the real question is whether your target employer, exam, screening, hukou transfer, or talent policy treats it as a gatekeeping document.

1. Who qualifies / scope

   Only formal higher-education degree certificates are accepted: overseas universities, HK/Macau/Taiwan, and lawfully established Sino-foreign programs. Bachelor's / master's / doctoral graduates in Japan are the most typical applicants.

   Not accepted: language training, non-degree courses, visiting scholars / postdocs, foundation years, honorary degrees, vocational certificates. Exchange / fully online / joint programs / mismatched study vs awarding country = case-by-case. Do not decide from forum posts.

2. Document categories (a framework, not a fixed permanent list)

   Degree / diploma + travel documents (passport, visa, residence card) + entry-exit records + transcript / enrollment-completion records + photo / authorization statement. All uploaded online as faithful color scans of originals.

   [要確認] Submit each diploma as a separate application (bundling several into one is a common failure). Japanese 卒業証明書 / 修了証明書 must be sealed (厳封) by the school registrar.

3. Pre-departure actions (replacement after leaving is most costly)

   The issuing offices exist only in Japan. Ask your faculty / graduate school first: which certificates they issue, the Japanese vs English names, whether you can collect on graduation day, how alumni apply after leaving (often mail or online), processing days, and whether ID / name-change proof / power of attorney is needed.

   Back up clear electronic copies of your residence card, 住民票 / 除票， entry-exit records, old and new passports, and transcripts/completion proof before leaving — the most easily missed and most expensive-to-replace category.

4. Residence / entry-exit verification + timeline

   Acceptance looks beyond whether you hold a certificate: it checks that your study history fits the legal program length and can be reasonably reconstructed. Mismatches among study period, visa/residence, actual entry-exit, and the school's completion/award dates = high-risk case.

   [要確認] The timeline is not a fixed constant: 留服 explicitly does not expedite, and it depends on overseas school response speed, holidays, and supplementary documents. The public 10-20 business-day figure is only a reference snapshot — do not cram it into the final week of a job, screening, or hukou deadline.

5. Consistency fields = the invisible killer

   If the electronic version differs from the original in content, layout, or information, it can be treated as falsified (non-recognition notice + 1-3 year public listing). Run a one-time field-consistency audit before applying.

   Align item by item: name romanization (passport vs school English certificate — Waseda warns you must correct it within the school first), date of birth / ID number, official school name (no abbreviation / ranking titles), degree name and level, enrollment / completion / award dates. Do not retouch images, change layout, or add characters.

Official entry: CSCSE online service hall 'degree recognition' section (online application, document notes, timeline snapshot, FAQ), the recognition guide, and the 'Japan' supplementary-document page (some schools require sealed certificates mailed directly; requirements change in real time). The discipline field does not promise a one-to-one mapping to China's major catalog — do not invent a Chinese major name in your resume or hiring systems. Exact documents, timelines, fees, and school-specific requirements vary by year and case; verify with the 留服 system and your target employer's latest notices yourself.

[目安] The biggest risk is not that procedures are hard, but treating different systems as one thing. The China side gets blurred into 'recognition + job + hukou'; the Japan side is mistaken for 'it stops by itself once you leave.' In reality at least five or six institutional chains run in parallel — China side: recognition - records (档案) - eligibility review - police; Japan side: housing - moving-out notice - national health insurance / pension - bank / telecom / postal. They depend on each other in order. Below is a countdown from departure.

1. About 2-3 months before departure

   Read your lease for the 解約予告 notice period (do not only watch the ward office). Confirm where your personnel file (档案) currently sits (long-term self-custody is prohibited). Decide your first-choice landing city and find its hukou / talent-intake entry. Start preparing the Japan-side documents needed for recognition.

   [目安] The lease notice period and the file's whereabouts are the easiest to delay; the later you fix the city entry, the more the later order breaks down.

2. About 1 month before departure

   Send the move-out notice. Book / prepare the overseas moving-out notice (国外転出届). Decide whether to look into the lump-sum withdrawal payment. Sort out bank, phone, internet, subscriptions, and where the final bills go. You enter 'active wind-down' — no longer relying on memory.

   [要確認] Most municipalities do not allow the overseas moving-out notice via the domestic online move flow (Shinjuku states this explicitly).

3. The week of departure

   File the overseas moving-out notice at the ward office. Handle national health insurance withdrawal and My Number per your municipality (Yokohama: do the resident move-out first, then go to the insurance/pension desk; foreign residents often must return the My Number card). Confirm mail forwarding / stop delivery. Do not close payment accounts too early.

   [要確認] National health insurance and address changes often depend on the move-out notice; a final bill may still arrive (Docomo notes charges can appear 1-2 months after cancellation).

4. As soon as possible after departure

   If you decide to apply for the lump-sum withdrawal payment, mail it from abroad to the Japan Pension Service (request within 2 years of losing eligibility, usually after leaving). At the same time start China-side degree recognition, and query and push your file toward the target institution. The two tracks formally converge.

   [要確認] The lump-sum withdrawal payment has a 2-year request limit; check the official conditions before deciding whether to apply.

5. First month to several months after landing

   Once your employment / enrollment city is set, advance social insurance, medical insurance, and housing fund transfers (a gap ≠ reset to zero; after transfer-continuation, years / accounts accumulate per rules; for the housing fund, do not confuse 'transfer' with 'close-and-withdraw'). Follow the city entry through 人社 / talent review, then the police hukou transfer (the police are usually the last window, not the first).

   [需个案专业确认] If you have overseas income or keep a Japanese account, re-check your China individual-income-tax residency, foreign-income filing obligation, and financial-institution tax-residency registration (CRS).

Three easily missed items: (1) an abandoned / dead file (rarely used day to day, surfaces only at hukou / political review); (2) reversing recognition and hukou order (recognition is a 留服 matter, the file is a 人社 matter, the police hukou step is usually last); (3) leaving unfinished tails on the Japan side. Tax residency and CRS are high-risk compliance issues — treat them uniformly as [需个案专业确认] and draw no blanket conclusions. Official entries: CSCSE / national 人社 service platform / National Healthcare Security Administration / local housing-fund centers / your municipal ward office / Japan Pension Service / Japan Post / your bank and carrier sites. Verify with the official page you see on the day, the window's reply, and professional tax advice where needed.

[目安] The key conclusion is not 'do returnees have an edge' but the timeline mismatch — Japanese schools mostly graduate in March, while China's main autumn hiring (秋招) for the 'next-year cohort' often starts densely the prior August-October. Look at Chinese opportunities only after returning in March and you likely miss the best main season. Job search, recognition, new-graduate status, and hukou are several parallel windows; miss the main one and you usually recover only via spring hiring, mid-career hiring, or next-year policy.

Do not pick a cohort by 'year of return,' nor guess from 'I got my degree in March' — judge by the 'graduation date range' in the target employer's notice (e.g. overseas bachelor's/master's/doctoral grouped into a date range). New-graduate status is several parallel universes: corporate HR / public-sector exams / talent-intake-and-hukou are each separate worlds with non-transferable rules, and the most dangerous move is applying City A's rule to Employer B.
