What the university bekka really is: 'Japanese prep' hung under a university
The 'university bekka / international-student bekka / bekka Japanese-language training course' is no independent language-school corporation but a course attached to one university, inside the School Education Act's frame. MEXT, citing Article 91 of the Act, explains: a university may establish a bekka for those already holding university-admission eligibility, aimed at 'special skills education' of a 'simple degree', with a course length of one year or more; MEXT also lists the 'international-student bekka' alongside kenkyūsei, auditors, and credited auditors as the university's 'non-regular student' intake types. So its real value lies not in 'whether it teaches Japanese well' but in whether it connects to the host university's undergraduate entrance, resource entrance, and recommendation entrance. The bekka's legal positioning, and whether it joins the 'accredited Japanese-language institution' system, read differently case by case [verify].

Self-classification hint: is 'binding to one university' what you prize?
The real trade-off between bekka and language school is not 'who teaches Japanese better' but 'whether to bind this prep year into one host university's ecosystem'. Wanting the host university's resources, internal progression counseling, a possible recommendation entrance, and use of university facilities — the bekka fits closer; targets scattered, majors spanning wide, maximum freedom of school choice kept, maybe even a mid-way city / school change — the language school (A1) usually fits better.
