'Did a topic once' and 'can open a new question' are two different things
The later doctoral course differs from the master's in statutory purpose itself. MEXT's legal purpose for the master's course is 'cultivating research ability or advanced professional capability', while the doctoral course exists to cultivate 'the advanced research ability needed to conduct research independently as a researcher'. So doctoral selection no longer centers on 'whether you have done a topic', but on 'whether you can, in the posture of an independent researcher, set a question, argue the method, explain the originality, and drive it to publishable results'. This step only helps you locate which end your topic sits at — no conclusions; whether it is 'doctoral grade' is for the graduate school and supervisor to judge [verify].
The doctoral entrance's two-piece set: an original question + a method that lands
Kyoto University's Graduate School of Science writes the doctoral goal as conducting 'developmental research' and finally becoming 'a researcher who stands on their own'; the University of Tokyo's Graduate School of Education asks applicants to 'set a pioneering research question themselves' in the aspired field and 'carry the research forward on clear logic'. In other words, a doctoral topic that stands = 'a question no one has answered well yet, worth doing' × 'a method you can drive within three years'. Missing either fails: a question without a method is a daydream; a method without a question is master's-grade repeated labor.
